“Southeast Asia’s Charming Trio: Vietnam, Laos, and Cambodia”
On the sidelines of the 46th ASEAN Summit in Kuala Lumpur, Malaysia, Vietnamese Prime Minister Pham Minh Chinh hosted a trilateral meeting with his Cambodian and Lao counterparts, Prime Minister Samdech Thipadei Hun Manet and Prime Minister Sonexay Siphandone, respectively, on May 26th.

The three Prime Ministers acknowledged the effectiveness of various bilateral and trilateral cooperation mechanisms, including meetings among the defense, security, and foreign affairs ministers of the three countries. These mechanisms have significantly contributed to consolidating and enhancing trilateral collaboration.
Reaffirming the importance of their nations’ long-standing bonds, the leaders emphasized mutual trust and strategic alignment as the foundation for sustainable cooperation. This includes a particular focus on economic, trade, financial, educational, cultural, and people-to-people linkages.
Vietnam, Cambodia, and Laos agreed to promote development in border areas, prioritizing connectivity in transport, energy, trade, digital transformation, and human resources. They also emphasized maximizing the efficiency of border gate systems to facilitate cross-border trade and boost socio-economic development in these regions.
The leaders proposed joint studies on establishing cross-border economic zones and amending existing agreements to create more open and favorable legal frameworks. These efforts aim to increase bilateral trade turnover between Vietnam and Laos to USD 5 billion and between Vietnam and Cambodia to USD 20 billion. They also reaffirmed their commitment to the “Three Countries, One Destination” initiative and coordinating with Thailand for transportation connectivity projects involving all four nations.
Building on this foundation, the Prime Ministers agreed to closely oversee the implementation of agreed-upon content and cooperation programs. They will also explore additional effective mechanisms to further strengthen their countries’ linkages.
Additionally, the three countries pledged to enhance cooperation in education, training, tourism, culture, and science and technology. Vietnam offered to increase the number of high-quality scholarships for Lao and Cambodian students.
They also agreed to continue consultations on regional and international issues, including the East Sea (South China Sea) situation, developments in Myanmar, and matters pertaining to bilateral and trilateral relations. The three nations pledged to work together to prepare for significant events in each country in the near future.
The 46th ASEAN Summit and related high-level meetings convened leaders from ASEAN member states, Timor-Leste, the Gulf Cooperation Council (GCC) countries, and China. Over ten sessions, they engaged in in-depth discussions on strengthening intra-bloc cooperation, enhancing external connections, boosting economic resilience, and seeking new collaborative opportunities amid complex regional and global developments. |
