This development was promulgated in Document No. 1850 by the Municipal People’s Committee, outlining several measures for the reorganization of administrative units and the establishment of a two-tier local governance model.

The edict underscores the significance of the two-tier local governance model and the restructuring of commune-level administrative units as pivotal strategic directives set by the central authorities. It signifies a substantial institutional reform, a transformative stride toward the nation’s long-term “century-long vision.”

The Hanoi People’s Committee has directed local agencies and grassroots authorities to diligently instruct officials and public servants to adhere to central regulations. These encompass the 2023-2030 Plan for the Reorganization of District- and Community-level Administrative Units, Guidelines for Restructuring State Apparatuses, the 2023 Law on Citizen Identification, and Regulations on Electronic Identification and Authentication.

For administrative procedures necessitating online submissions already integrated into citizens’ digital ID cards or VNeID accounts, government agencies, political organizations, and socio-political organizations will be sanctioned to access pertinent data directly from VNeID. Citizens are relieved from furnishing physical documents for such procedures.

The Hanoi People’s Committee has enlisted the Department of Culture and Sports to spearhead a public awareness campaign, employing diverse and creative communication channels to ensure citizens are well-informed and receptive to the changes in administrative procedures and civil transactions.
